Which PPC Network Wants Some Free Exposure?

So why is it so hard to get some credits from PPC companies like Google AdWords, Yahoo Publisher Network, or Microsoft AdCenter? Emails have gone unanswered, insiders have intervened with their contacts on my behalf only to be stonewalled for a response.
